speedometer vs. speed actuator

any help is appreciated. i was wondering if the speedometer would stop working becuase of the speed actuator not being connected, or does the speed actuator only deal with cruise control :? any help is appreciated.

it is some thing in the dash cluster..

i have an 84 celica and the dash cluster goes bad for some reason i think the speedometer is ran by a magnetic feild, and the magnets probaly get week and read the wrong speed.

i replaced the dash cluster and my speedometer has worked fine since.
