well, I just swapped my cluster from the 1983 85mph to a 1985 130mph speedo and I now have a check engine light. For whatever reason, it did not work in the original cluster. *shrug*

83 shouldent... unless its an 84 model year, (obd 1 was mandated in 1984) and any on board diagnostic equipment that was avalible beforehand was strictly at the manufactures graces, and fairly stupid at best... i guess toyota was feeling generous, i recall working on an 84 ltd 6 cylender, that the only 2 times the check engine light was made to come on is either when the motor is running excessivly hot (i use the term exessive loosly here) and when the engines oil pressure was low, any ecu related faults had to be painstakinly sought out with an analog volt meter, and otherwise went blissfully unnoticed by the driver...

On the 1983, the check engine light should come on when you turn the key to on without starting the engine. If your seatbelt light next to it and the other dash lights come on then and just not that one, it is probably a bad bulb.
