I got some valve covers from a local salvage yard so i can repaint them and dress up my engine bay. well i gave my valve cover to my friend who offered to sandblast and clean it up for me. when i recived it, i was concered that some sand got in the oil screen and the tube thingy.

Should've taped down that area before it got sand blasted. You don't want sand in the motor... make sure you clean it very carefully. Sand will cause harm, no joke.

will i was not the one who sandblasted it. i thought my friend would use his better knowlege and tape off the area. but he tells me that i should go ahead and soak the area in acetone than use air to blow it out. is there any other way

What's an oil screen ?
The metal plate in the bottom 2 pictures under the valve cover, it has baffles inside it to keep the PCV hose from sucking oil into the intake.

is it possible for me to grind down the 4 rivits and than re weld it.

Pressure washer/parts washer/Air compressor should get it done. afterwards pick at it with a tooth pick to make sure you got it all.

See sig, 'IF YOU HAVE TO ASK, DON'T DO IT!'
If you know how to weld, know what material it is, etc. I'm pretty sure you could, if you know what your doing.
