Hello all. I have been fighting electrical demons for quite some time now and have them all corrected :zzzzz: except for the headlights stay up once on/up.:duh: Turn off switch and lights off but do not retract. The headlights used to 'flap' like others have reported during my search. I replaced healight relays to at least get them to stay up once turned on and I thought for sure that this issue was going to be fixed by replacing the column controls due to the fact that when the hazards are on, only PS blinks on dash and when the replacement is connected, all lights and blinkers, etc work as they should except for the headlight issue.

When I unplug the switch (connector plugged into the circled area) the lights drop immediately into place.

Does this mean that the replacement controls are also bad, or that it needed replaced also and there is still something else wrong?

I have found that others have replaced a fusable link by the battery in order to get the lights to retract...should I try this or do others know what is going on? Anyone have a pic of this fusable link and which one to be sure to replace? Other thoughts?

The fusable link is the pink one by the battery, there are two connections at the battery terminal, one to a plastic "box" and one to a "loop". The one to the lights is the pink loop one. This is probably not your problem since it is the power to the retractor motors, usually people have the problem of them not going up... no power -no up. Unfortunately I never heard of them not going down. I don't quite understand what the term "flap" indicates, going up and down I guess but never stopping?? only twice?? What makes them stop?? It seems to me that by disconnecting the power at the control plug makes them work correctlyn (sort of) the problem lies in the connection. Perhaps if you check the continuity between the connector pin and the wire leading out of that pin it may point you in the right direction. (one continuity tester lead pushed through the insulation above the connector and the other lead touching the respective pin.) My bet is that there is no connection/not good connection there somewhere, probably on the side that goes into the dash (because you replaced the other part and it is unlikely both were bad the same way) but try to be sure both sides of the connector. Keep us updated on the progress.

wiring issue for sure, check the fusable link like MikeMac said and also inspect your headlight motor connectors and wires going to them.
I had issues too until I found a broken/damaged wire.

I am digging up an old thread I started because I am still dealing with the same issue. It is such a frustrating issue, but it really needs fixed. I have searched periodically over the years and found another thread that was dealing with the same issue.

I have a 1982 L-type…

After additional reading and trial and error, here is what I have found:
- I have checked the 7.5 amp fuse and found it intact (and)
- Retractor Relay (Under-hood): 85964-14040 | 061000-0571 (and)
- Light retractor relay (Under steering column): 85963-14011 | 166700-0181 (and)
- Lights turn on and go up normally when the column switch is turned on, then when the switch is turned off, the lights turn off but do not retract

After acquiring an assortment of relays I have tried some combinations

- Trying Light retractor control: 85963-14010 | 061700-0460

No matter which Retractor Relay is plugged in
- The one above (or)
- 85964-14040-1 | 061000-0572
- Or a rusted one stated to be in good working order (unknown number)

Headlights flap like the link to the thread above with light retractor control -14010. I found a second -14010 blue relay that would actually let the headlights go up and down, but with this relay, the headlights themselves will not work regardless of which relay is used under the hood! If I use the Light retractor control -14011, no matter what retractor relay is plugged in, the lights behave like the beginning of the post.

- Do I have the wrong combination of relays or am I missing something so simple?
- Does the correct relay need replaced?
- What is the correct combination for the 1982 L-type?
- Is it something completely different?

I just called the dealership and according to them, the relays that should be in my car are as follows:
- Retractor relay (under hood): 85964-14040
- Light retractor relay (Under steering column): 85963-14010

So I will go back and retry these after finding a diagram to check for relay continuity. Anything else I am missing?

Chad, the Toyota part#s key off the prefix. The 2 -14010 Blue relays may have different prefixes. The pinout path is different cause 82 uses a 7.5 fuse , as you know. Double check wiring continuity, while you are at it.

I had this problem once years ago and gave up and then one day about year later they started working again and still are, probably 6 or 7 years now. never figured it out and even had a electrician who worked for me troubleshoot with no luck, even had wiring diagrams. I always figured a bad ground maybe. good luck.

have you checked out the headlamp retainer relay? there are controls for all kinds of stuff running through it. headlights, tail lights, EFI-ign , even the motors for the headlights run through it. when i was testing mine ,jumping pinouts would pop up and down the headlights. you really should check it.

Hey thanks for putting this thread up. I am having the same problem (see my thread), mine flap up and down when I click the control to the off position which should lower them. I didn't know there we different relay's so thanks for the pics... I have to try and track one down. So are you basically saying that (you may if you have time check my thread and problem out) when you put your relay in, it solved the flapping up and down? If so that would be awesome. I just really want my pop ups to start working again.

Where is the ground? Is it this relay under the hood your talking about?

Mine flutter non stop... they stop when I move it up a notch on the switch. They just do this when I have it on the off position to lower them... when I want to lower them is when they flutter. The notch on the switch after up to turn the actual lights on they stop fluttering. I have no idea what to do =(
