What you have there is a finely and extremely weathered dash panel! The color dye and natural moisture of the plastic, the essence, has been sucked away by the sun. At that severe of a level there is nothing that can be done to replenish the color, short of painting it, since it's basically gone. No amount of cleaning nor topical moisture treatments will bring it back. Sorry to be the bearer of bad news but that's the way I see it.
My original dash looked similar to that. I tried a number of moisturizers to bring back any amount of original color but with no luck. Are the bleached spots really hard? Tap on the area with your finger nail. Does it make a knocking sound like tapping on wood? If so, then that is a sure sign of overly dried vinyl.
If you can't see with your eyes closed then your imagination is out of focus.
