high rev on idle

What fuel/air ratio is required for a high engine rev on idle?

Just more fuel and more air?

Or can just more fuel do it or could just air do it?

Does i go down when the motor heats up?

When a load is applied it tends to rev up higher than it should so I've narrowed it down to the air/fuel mixture.

So my question is what air fuel mixture could be causing it to rev so high. Too much air... too much fuel... not enough air or fuel?
