I get right around 20 mpg on a combination of highway and back road driving.
I have an 86 p-type with 4.30 gears. I hear the guys running the lower 3.xx gears can get up to 30 mpg even.

My 82 L Type with 3.73 rear end and 5 speed manual transmission gets 24 mpg city and up to 32 MPG Highway, depending on how fast I drive her.
22-23 mpg freeway 70-75+ mph 5spd P-Type

84 stock 5m 18 daily (nothing radical, but going through the gears kind of sporty like) and 23 to 27 on a long steady freeway drive.

iirc my 82 P-Type 5-speed I had many years ago got high teens in true stop-n-go city driving and upper 20's freeway depending on my lead foot although I drove it like a maniac at all times and rarely cruised at posted speed limits, whereas my 83 P-Type 5-speed that replaced the L-Type tach'd a LOT higher in the same gear at the same speeds and still got mid to upper teens in town most of the time but low 20's at best on the freeway at 75mph or much worse at much faster than that.
Currently my stock 84 P-Type 5-Speed gets 16-18 city pretty consistently (although it's a fairly rural "city" with 45-55mph speed limits in most places) and I think I've gotten maybe 20-21 freeway once or twice at 70-75mph but usually I get about 18mpg city AND highway out of it overall.
It tach's about 3,500-ish at 75mpg in 5th gear, whereas iirc my old L-Type was more like 3,250 at either 80 or 85mph (i forget which) and the L-Type got far better mpg's than the P-Types because of the rear end ratio differences...
It depends on the year and tranny type as to which stock rear end ratio you get, which totally dictates what your best mpg's can typically be.
In stock form it seems that the L-Types got taller rear ends, and don't quote me on this but I seem to "think" that the auto's also got different/taller ratios than the 5-Speeds?
In my 84 P-Type with over 220k miles on it at this point and an unknown service history from the previous owner I'm leary of any real distance freeway travel beyond 20-30 miles because my P-Type tach's so damn high at the speeds I tend to want to cruise at and hearing that 5M screaming continuously in top gear for so long tends to stress me out after a while on the freeway but I happily run all over town it it as a daily driver and I enjoy getting upper teens mpg's while occasionally pissing off some domestic p.o.s. from a red light, and overall I enjoy the hell out of my MkII all the time. Had it been an L-Type with the taller rear end I'd probably cruise it to work (50 miles each way) and be happy but I just don't like hearing the 5M screaming continuously for such long periods of time...
Even my 5-Speed MkI tach's much lower than my 5-Speed P-Type MkII, damit.
Ironically the N/A MkIV's seem to tach as high as the P-Type MkII's in top gear, which finally explains how the N/A MkIV's got to be "faster" than the N/A MkIII's and ironically the previous owner of my MkII used to kick the butts of the local N/A MkIV's with my MkII because of the similar gearing and the MkII's weight advantage...
If I put my IS300 in 4th instead of 5th (5-Speed auto!) it tach's just like my P-Type MkII and a friend's N/A 5-Speed MkIV whereas the N/A MkIII tach's like the L-Type MkII and like my IS300 in 5th on the interstate... My IS300 gets about the same mpg's as my N/A MkIII used to before Hurricane Katrina.
So if you're looking for a fun MkII with some decent economy and a good bit of top end performance then check which years and types got "taller" rear ends but if you're looking for "off the line" action and fuel economy isn't super critical, go for a P-Type 5-Speed with more like a 4:30 instead...
Good luck with your search!

85 Ptype retarded cams (lol) RC intake no cat 2 1/4 exhaust to a glass pack and running about 17 degrees base timing with no EGR gets me a ridiculously reliable beast (who knew) that gets a solid 24-25 average if i beat on it it drops to around 22 but overall im really impressed oh and it has 4:30 gears in the rear too with a 5 speed
EDIT:
oh and with my tired 5M going over snoqualme pass got 28.5 strictly highway about 75MPH but the motor was broke in on highway mode on purpose because thats what i drove most of the time
100% bone stock 5mge with auto trans in my Cress got 29-31mpg highway average.
Now that I have a 6m with a broken speedo cable, mpg is unknown.
But it's crappy now cause im always in open loop :sadsmilie

When I had my 5M '85 P-Type, with 4.30's I'd get about 19 city and 24 or so highway. Cone filter, no cat.
With my 7M-GTE in it with 4.30s I just managed to re-tune it today with cruise AFR mapping (MAFT-PRO) and I'm getting 27 highway and expect to see 21+ city. With 3.40 gears I should get 30 perhaps 32 MPH @ 70 > 80 mph.
