We're prepping the Supra for my son to take her back up to college. I don't get as much engine bay face time since he has it up there, so this morning checking things out, I see this part:

It's just forward of the charcoal canister, and it appears to have vacuum lines going into the bottom of it. It has a mounting bracket attached to it, and previous owner's mechanic just tie wrapped it in place.

Q1: What is it?
Q2: Where is it suppose to attach to?

i guess is a vacuum pump.

To answer your question it mounts to the frame rail about half way down the length of the engine. It mounts on the side and hangs over the top of the rail. HTH

Yes, found it with that tip!

It is: Vacuum Tank, 88683-14030
Part of the Heating & AC vacuum system.

Great! Need to check it out. That mounting location can't be too far away, as the attached hoses dictate/limit it's location more or less.
