Best way to sand minor rust

My MK2 has minor rust spots, I only found 1 clister the rest is just surface rust.

How would you guys sand this down, and what would you spray on afterward.

I would sand it down, being sure to get all the rust. I'd then prime it. Let it dry. Spray on a light coat of enamal or clear coat to seal the primer. This will guarantee that you won't have rust there again for an extremely long time.
