Repinning Injectors / Replacing injector clips
As I ran around in circles finding this problem, which can be tracked here, I finally came to the conclusion that my injector clips were the problem.
What is needed:
-Flat-head Screwdriver
-Phillips-head screwdriver
-Pliers
-12mm socket w/ wrench
-Blue Tape and Sharpie
-Probe (if you'd like it)
Set the engine to TDC at the Crank, then remove the dizzy, intake tubing and TB - labeling all of your vacuum lines, they can be dicks sometimes. I unplugged the temp sensor and CSI timer as well as the two lines that go under the manifold and then folded them back toward the firewall.
This Is a good Injector with both probes locked in place

And this is what I found with mine -- A missing female receiver in the clip itself.

So I ordered new o-rings, insulators and Grommits that were NOT needed, just need a throttle body gasket, unless you want to reuse your earlier one.
On '82's at least, (maybe others, too) the clips connect like this - make a note of which side of the clip the color is. If you're standing on the driver side looking in, they clip in just as they're sitting.

After you unplug the injector clip, grasp the rubber boot and the clip itself

Carefully turn the boot 90* from the clip and gently pry it off with a flathead (unless you don't plan to reuse the clip, then just pulverize the clip). Sorry for shaky-pic

Once the two are separate, carefully pull the wires from the clip face. You can pull them straight out the back, but be sure you pull the 'lock tab' out again so the wire will lock in its house.

Once you get the wires back in place with a satisfying 'CLICK', then you need to make sure the wires are seated, and clean out the face of the clip. Then make sure you dilectric grease the terminals and make sure you plug them back into the injectors and watch to make sure the wires don't back out. If they don't, slide the boot back over the plastic clip.
