You are trying to remove the header panel. There are three bolts on the top and you should also see two bolts on each side that attaches to the fenders.
But wait, you're not done yet.
Also, you will need to remove the fog light, turn signals, and grill to access some nuts through holes on the bumper skin. There are 5 nuts that need to be removed with a deep socket 10.
Lastly, IIRC there is one bolt on each side of the inner "headlight space" walls. You can access those two bolts after you remove your fog lights.
While removing the header panel, it is also nice to have two people gently pull the fenders outward to prevent the header panel from scratching paint off the fenders.Matt

If you were to narrow down you location somewhat, you might find someone who would help you do the job. Unless you really think it is necessary, you might want to consider just taking the headlights out and cleaning up as much as you can with out removing the whole panel. You might end up doing more damage than you correct. you also have to remove or at least loosen the nuts on the studs that hold the top of the bumper cover in place. I think those are the ones that Matt was referring to that require the 10 mm deep socket. Some of them are a real bitch to get to. Good luck!
