Fuel delivery issue!?

Ok I replaced the fuel pump in my supra 1985 p type. I can't get it to start now all fuel lines are connected properly. I have fuel pressure at filter. The car will hesitate to start at first then nothing. I was guessing my pressure regulator is bad.
Also was wondering if the pump only runs when the engine is turning over ? I shorted the fuel line like it says in service Manuel by the airfilter, to see if I was getting fuel and it is checked by undoing line at fuel filter.

Sounds like a clog or something.

Un-hook the return line(not the one with the filter) and put it into a gas can. Then jumper that yellow plug and turn the key on. Is it a trickle or decent flow? Also, does it flow from the rail, not the chassis side?
