All the states I've lived in will not register a car from out of state without having the title in hand - the title is proof of ownership. First you have to transfer the title to your name before you can register the car to drive it. Registration gives you permission to drive the vehicle on public roads. You get isued a title once - when you buy that car. The registration has to be renewed periodically, usally every one or two years. You can register your car only after you have the title to your car issued in your name. Maybe they do things differently in Georgia but a buyer from out of state will be wanting and needing a title unless they just want the car for parts.BIll of sale only, no title issued for the car due to its age. The car will need to be re registered in the state the buyer is from, it has been over the 10 year mark since it was last registered in Ga.
