i have that problem right now.

i've just been putting them up and down manually for the time being... i have no time to search out the problem.

there's a coupe relays... one is by the worklight under the hood, and another is hidden way behind the dash on the driver side. they both say something about headlight motor control... i dunno.

good luck, let me know if you get it fixed.

My Fix

I had this problem and i replaced relays and fuses and they did not go down. I then found that there is a small green connector that goes to the positive terminal of the battery that works the light motors. One of the wires was loose, so i fitted a new wire and then they worked perfect and have ever since. Give this ago, if not this i can't think of what this could be.

Good luck

Yea mine stayed up all the time also. I checked the wires on the pos. side of the battery and the small one was broken. My pos. side has three wires. Starter, Alt. and headlites. I spliced it back in and it works fine now.
