I believe US card means it is still in package blister with cardboard hanger, but I could be wrong

Agreed. That may be a tuner thing but to us on this forum it just means something isn't working right. I don't love the lazy eye thing either.

even in the picture on the cardboard backing, it does not look like the headlight is all the way flipped up
