Lacking a micro torque wrench, I have always found that hand-tight with a small 1/4" drive ratchet is sufficient. And I don't mean body-builder, he-man hand-tight, just snug it down doing your best to apply equal effort to each bolt. If you are re-tightening or if you have the gasket then you have to be extra careful not to over-tighten as doing so could distort the flange and cause it not to seal properly. I've asked Santa for an in-lb torque wrench several xmas's but I guess the elves don't know how to make those (they are damned expensive).

the small bolts holding the oil pan to the block should be torqued to approx. 69 inch-pounds of torque. I believe that is approx. 5&3/4 foot-lb.
( not much at all )
