When I did the front face of my rims I used the wet the floor trick, well wet the parking lot:
I wet the ground for 40 feet each way, laid a shower curtain down, then pinned the corners with rocks, put a board down and primed/painted the rim putting a cardboard cover on it in between coats to keep the moisture and bugs out. Note the open corner of the card board to allow out-gassing.
One in black sanded primer & one new outta the box
Worked pretty well. No bugs in the paint and no dust thrown up because of the water down.
