My headlights dont go up and down, when I test the motor they work fine. This leads me to believe that the relay or control module is bad. I bought a "82-85 supra headlamp control module" from ebay for 5 bucks. When I look in the TSRM, the control module is different (was gonna test it before I put it in). Turns out I got a "headlamp retainer"; dont know what this is or does, but it is not what I expected. WTF? Also, the TSRM doesnt show where this "retainer" goes. Anyone know on an 82? Are these things interchangeable through the years? Might this be the problem and not what I thought?

1) Unplug the connector that is to the side of each motor.
2) According to TSRM, apply ground to one pin and 12v to another, the big ones
3) Headlights go up and down rapidly, but do not stop at top or bottom.

This way, you know the motor physically functions and you dont have to pull it from the car, not sure but I think the stopping at top/bottom is related to either the box I got or some other control module, the one I thought I was getting. Havent gotten that far yet. I will keep it posted.
