Yes, the cruise units (actuator and controller) could fail and the vacuum of the running engine will pull throttle to WOT 🤔
Remove cable or vacuum tube (cap it) to investigate.
Does it return to idle by itself, or you do something? (break/clutch/master switch)
It's probably the control module that is faulty.
