Have you tried to see if you have got voltage across the check terminal? The check connector IIRC comes straight from the ECU. So if you have no juice you should look for a bad wire connection. BTW have you checked the timing? If the timing is in spec you should be able to get it to pass. If so I would try another less anal smog guy.
