that exploded view of the front bumper is missing 5 nuts : the ones that holds the bumper to the header panel just above it.
You need 10mm deep socket for theses.
Here is saltly environnement, they are often seized in rust.

for the rear, you have to remove the taillamps & plate surround also.

Have you remove the lamps and licence support ? It does ease the removal.
